Wait... So Cops Don't Have to Kill Everybody?

Richmond, California is not a paradise, not by any stretch of the imagination. And yet they've managed to go seven years without seeing a single person killed by the police, and six years without a member of the police even shooting anybody.

Contrast that with the national average: Over one person shot dead by police every day. And is crime rampant in Richmond, California ever since the police forswore the use of deadly force?
